Yes, but fbsd &#062;=9 uses pf based on openbsd 4.5. But they also enhanced it (smp).
Recently there has been a discussion about the future of pf on fbsd (since the version is rather old, etc).
Also, iirc ipv6 support in this version of pf needs some enhancements.
